Saegertown Woman Allegedly Connected to Titusville Arson Spree

TITUSVILLE, Pa. (EYT) — Police say a Saegertown woman is connected to a series of arson incidents that took place last July in the City of Titusville.

Court documents indicate that the Titusville Police Department filed criminal charges against 40-year-old Monique J. Smith, of Saegertown, on March 22, 2023, in Magisterial District Judge Amy L. Nicols’ office.

According to a criminal complaint, on July 17, 2022, a series of fires took place in the City of Titusville. Notable fires among them were located at 401 East Main Street, 106 North Kerr Street, and 117 East Spruce Street.

Video evidence was gathered by Titusville Police Officers from numerous locations throughout the city, according to the complaint.

In the video footage that was obtained, a female with the body structure of Monique Smith was seen wearing a light-colored long-sleeve shirt with black lettering on it and was walking throughout the night, according to the complaint.

In the morning hours of July 17th, 2022, Monique Smith was positively identified wearing the same clothing, the complaint states.

On or about July 23rd, 2022, Monique Smith was observed wearing the same clothing at GetGo in the city of Titusville, the complaint notes.

According to the complaint, witnesses told police that a female approached them on the 100 block of East Main Street between the hours of 4:00 a.m. and 4:30 a.m. on July 17th, 2022, carrying a gas can in one hand and a crushed plastic water bottle in the other which had a string or cord coming out of it. The female asked the witnesses for a lighter. They did not give her one.

The female was described by the witnesses as having the same body structure as Monique Smith, the complaint states.

A gas can along with several other items were left in the proximity of the fire at 401 East Main Street and 106 North Kerr Street, according to the complaint.

Video footage was obtained showing a fire between two buildings at 401 East Main Street. In the video, an individual walked into view carrying a gas can and proceeded to walk toward 106 North Kerr Street, where another fire was later started, the complaint states.

Further video evidence shows a fire started on the front porch of 117 East Spruce Street. More footage from the same area shows Monique Smith, wearing the clothing described above, running to the intersection of North Martin Street and East Spruce Street. She is then seen within minutes walking while carrying two gas cans, the complaint indicates.

According to the complaint, a glass bulb was found on the front porch of 117 East Spruce Street and was used as an incendiary device.

At 2:00 p.m. the same day, Monique Smith arrived at the Titusville Police Department with black soot from a fire on her face, neck, and arms, according to the complaint.

An interview was then conducted with Monique Smith, during which she admitted to being between 401 East Main Street and 106 North Kerr Street at the time of the fires. She also admitted to being in possession of a gas can and lighter, the complaint states.

According to court records, Smith faces the following charges:

  • Arson-Danger Of Death Or Bodily Injury, Felony 1
  • Arson-Intent Destroy Unoccupied Bldg, Felony 2 (three counts)
  • Possession Explosive/Incendiary Material, Felony 3 (two counts)
  • Reckless Burning or Exploding — places uninhabited or unoccupied structure in danger of damage or destruction, Felony 3 (three counts)
  • Criminal Mischief/Damage Property Intentional, Reckless, Or Negligence, Felony 3 (two counts)
  • Failure To Control/Rpt Dangerous Fire, Misdemeanor 1 (three counts)
  • Dangerous Burning, Summary (three counts)
