Seneca Man Awaits Preliminary Hearing on Assault Charges

CRANBERRY TWP., Pa. (EYT) — A Seneca man is awaiting a preliminary hearing on assault and related charges following an incident that occurred at a residence in Cranberry Township, Venango County.

According to court documents, Franklin-based State Police filed criminal charges against 67-year-old David Alan Hippenstiel, of Seneca.

According to a criminal complaint, a known woman arrived at PSP Franklin to report that David Alan Hippenstiel “had placed his hands around her neck, causing her to lose her breath for ‘approximately 30 to 46 seconds,'” whereupon he threw her against a cabinet.”

The complaint states that Trooper Cirell, of PSP Franklin, observed the victim’s neck which revealed a red rash. Officer Cirell also observed and photographed a picture on the victim’s cell phone indicating the same.

This incident falls under Section 2711 “Probable Cause Arrests in Domestic Violence Cases,” according to the criminal complaint.

Troopers Armagost and Kephart took Hippenstiel into custody at his residence and transported him to PSP Franklin for processing, the complaint continues.

He was arraigned at 9:30 a.m. on Thursday, October 30, in Magisterial District Judge Andrew F. Fish office on the following charges:

– Strangulation — Applying Pressure to Throat or Neck, Felony 2
– Simple Assault, Misdemeanor 2
– Recklessly Endangering Another Person, Misdemeanor 2

Hippenstiel is free on $10,000.00 bail.

A preliminary hearing is scheduled for 1:30 p.m. on November 8 with Judge Fish presiding.
