Seneca Man Arrested After Leading Oil City Police on Foot Chase

OIL CITY, Pa. (EYT) — A Seneca man was arrested after he led police on a foot chase through an Oil City neighborhood earlier this month.

Court documents indicate the Oil City Police Department filed criminal charges against 40-year-old Michael Paul Grove.

According to a criminal complaint, around 6:15 a.m. on Monday, September 6, a known victim contacted Oil City Police to report a man was typing into her house on Smithman Street and demanding a bike that her son took. The victim indicated the man was “strange” because he made comments about the layout of her house.

The victim reportedly described the man as approximately five feet eight inches tall, skinny, and wearing a ball cap and dark clothing. The victim also told police the man said he “would not be going back to jail on his warrants.”

According to police, when police arrived at the scene and approached the residence, they heard someone yell: “I’m not going back,” and saw a male fitting the description given by the victim standing a few houses down, near Carol Street.

The man reportedly began running towards Clarke Alley between two residences and police began running after him.

During the ensuing foot chase, police repeatedly commanded the man to stop, but he continued to run, crossing over Clark Alley, and cutting between more houses. He then crossed over Carroll Avenue before falling to the ground after an officer unholstered his taser.

The man was then identified as Michael Paul Grove. Grove was then handcuffed and searched.

During a search incident to arrest, Grove was found to be in possession of multiple broken glass smoking pipes, according to the complaint.

Grove also smelled of gasoline and when asked, he admitted that he had poured it on himself “thinking it was a bottle of urine,” the complaint states.

After running Grove’s information, police found he had two outstanding warrants through the Venango County Sheriff’s Office.

The following charges were filed against Grove through Magisterial District Judge Andrew F. Fish’s office on September 17:

– Flight To Avoid Apprehension/Trial/Punishment, Misdemeanor 2
– Resist Arrest/Other Law Enforcement, Misdemeanor 2
– Loitering And Prowling At Night Time, Misdemeanor 3
– Disorder Conduct Hazardous/Physical Offense, Misdemeanor 3
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– Public Drunkenness And Similar Misconduct, Summary

A preliminary hearing is scheduled for 8:30 a.m. on October 20 in Venango County Central Court with Judge Fish presiding.
