Hearings Set for Wednesday for Two Local Individuals Charged in Counterfeit Bill Incident in Cranberry Township

VENANGO CO., Pa. (EYT) — Hearings are scheduled for Wednesday afternoon for two local individuals accused of attempting to pass a counterfeit bill at a Cranberry Township business.

Court documents indicate 28-year-old Billie Owen Sanner IV, of Oil City, and 38-year-old Casey Jean Green, of Franklin, are scheduled to stand for preliminary hearings in Venango County Central Court in front of Magisterial District Judge Patrick E. Lowrey at 3:00 p.m. on Wednesday, October 27.

Sanner faces the following charges:

– Forgery — Unauthorized Act In Writing, Felony 2 (two counts)
– Theft By Deception-False Impression, Misdemeanor 2 (two counts)
– Conspiracy — Theft By Deception-False Impression, Misdemeanor

According to court documents, Sanner is currently lodged in the Venango County Jail.

Green faces the following charges:

– Forgery — Unauthorized Act In Writing, Felony 2
– Theft By Deception-False Impression, Misdemeanor 2
– Conspiracy — Theft By Deception-False Impression, Misdemeanor 2

Green is currently free on $5,000.00 unsecured bail.

The charges stem from two incidents that took place in Cranberry Township, Venango County, in August.

Details of the case:

According to a criminal complaint, around 10:45 a.m. on August 26, Billie Sanner gave a counterfeit $100 bill to Casey Green in an attempt for her to pass the bill at the Goodwill store in Cranberry Township, Venango County.

The complaint indicates police spoke to the manager of the business who reported a cashier had called him to the cash register because of the bill, which he immediately recognized as a fake. He then asked the woman who attempted to pass it where she got it, and she told him she “found it on the ground in Oil City.” She then asked if he was going to call the police, and when he said he was and pulled out his cell phone, the woman and a man both fled the store.

The manager told police he followed the two individuals outside and saw them flee in a silver Dodge Avenger, but was unable to get the plate number on the vehicle.

When police arrived at the scene, the manager showed the video footage of the incident, and police collected screenshots from the footage. The screenshots and images of the fake bills were then forwarded to exploreVenango.com to be displayed online.

The complaint states that police then received multiple phone messages identifying the woman in the images as Casey Green and the man as Billie Sanner.

According to the complaint, police then also found that Sanner had successfully passed a fake $100 bill at Spanky’s Tobacco World. Sanner was positively identified on that case, as well, the complaint indicates.

A second complaint indicates the incident at Spanky’s Tobacco World took place around 10:00 p.m. on August 25, when Billie Sanner passed a counterfeit $100 bill for $68.87 worth of miscellaneous items and received $31.13 in change.

The charges were filed against Sanner and Green through Magisterial District Judge Patrick E. Lowrey’s office on October 15.

According to court documents Sanner was also held for court on October 13 on charges related to a foot chase in Oil City, and that case was transferred to the Venango County Court of Common Pleas.

Court documents indicate Sanner has a criminal history in the local area dating back to 2017 with convictions that include misdemeanor weapons and marijuana charges, as well as unauthorized use of a motor vehicle.
